The outstanding natural environment: the sea and the mountains are features re ected in this project. They, as architecture, are prime actors in this scene. This is the reason why so much attention was paid to let the people enjoy them, here the architecture is just a frame that de nes this great picture. A tangi- ble connection between people and sea life through- out moved the guidelines of the project according to the high technology applied to sport, research and community. The meeting of the sea and the an- thropic life is conveyed through the sinuous skyline, as a wave, decomposed in many simple cubes rep- resenting the human intellect. An architectural con- trast giving balance to a new concept of approaching a harbour liveable from its inhabitants in a new key point.
