I've carefully read through both the original brief and the comment section for more guidelines, instructions, and your personal preferences.
What I decided to be the final design after trying several other options, is closest to what you described in one of your last comments. Lower floor with apartments, reception, laundry, storage, and an apartment for residential use in the scenario that the manager is someone who lives in the building (or can be used as an additional apartment for rent in the B&B). Upper floor with rooms without a kitchenette.
This solution gives you a large reception area that can be furnished with more seating, the staircase to the upper level is visible from the entrance and the entrance is enhanced with a glass front and a visible reception desk.
This floor has two options, one with two smaller apartments and one with a large apartment (see drawings).
Each apartment has a small kitchen and dining area, a small lounge, a bedroom, and a bathroom with a walk-in shower.
In the second option, the large apartment is more comfortable and has a larger lounge area, double shower, and a hot tub.
The upper floor consists of 4 rooms similar in size and spatial organization. The difference is mainly that two of the rooms have a large shower and two have a hot tub so that your guests can choose their preference upon booking their stay.
In the renderings, I've chosen to show the smallest apartment as it's most difficult to achieve a functional, comfortable and beautiful aesthetic when working with limited space. This is to show the overall aesthetic all spaces would have, and to showcase the level of comfort in the smallest unit.
