Since you want to obtain a modern and charming apartment with light colours such as beige, cream and grey and you want to minimize the costs, I have been drawing the following proposal:
I have kept the existing kitchen because it provides enough storage. I have modernized this space by painting the cabinets, walls
and sliding walls into the colors you suggested. If you have the money to
invest in a new kitchen, there are certainly enough possibilities! You will find some kitchens in my inspiration images that meet the same design.
In that way you can see there are several solutions.
I provided the dining area with a small table and chairs. I also mounted some shelves where you can place some decoration. A cabinet at the back of the sofa gives you extra place for storage.
The seating area is decorated with a sofa, coffee table, standing lamp, carpet and a cabinet for the TV. I’ve kept the same colors as I used in the kitchen and dining area.
I also kept the original floor because it is one of the charming characteristics of this appartment.
I have kept the existing lay-out of the bedroom. I only changed the furniture and the color of the walls since they were not matching the modern and charming appartment that you are asking for.
As the bedroom is not that big I used the back wall for some decoration.

In the bathroom I have kept the same furniture (minimizing the costs).
Since the tiles are very orange I suggest to replace or paint them. Painting is an option but time consuming. If you would like to retile the room you can choose out of several solutions. For example you
can only remove the tiles on the wall and keep the orange on the floor. Or you can fully retile the bathroom. You will find some bathrooms in my inspiration images that meet the same design of the apartment. In that way you can see there are several possibilities!
